Mr. Xingyu (Peter) Liu has extensive experience in offshore liability management, debt restructuring, and capital markets transactions. He has represented numerous debtors throughout the entire process of offshore liability management and debt restructuring transactions in multiple jurisdictions, including in-court schemes of arrangement, out-of-court exchange offers, consent solicitations, tender offers, and liability management transactions for other debt instruments.
Mr. Liu provides comprehensive financing services at various stages to clients across different industries. In the offshore debt capital markets, as issuer's and underwriter's counsel, he has extensive experience in various offering transactions of investment-grade and high-yield bonds, serving issuers in sectors such as real estate, shipbuilding, logistics and manufacturing. In the equity capital markets, as issuer's counsel, he has participated in and completed the initial public offerings for several mainland Chinese companies in Hong Kong.
Mr. Liu has also previously assisted domestic and foreign clients in handling cross-border intellectual property licensing transactions, technology collaboration and transfer, and intellectual property dispute resolution.
Mr. Liu’s representative cases include Shimao Group’s USD 11.5 billion offshore debt restructuring, Sino-Ocean Group’s USD 6 billion offshore debt restructuring, Times China Holdings’ USD 3 billion offshore debt restructuring, and the offshore debt restructuring project of Evergrande Group.
