We warmly welcome Counsel CHEN Feng to W88win优德中国有限公司. Mr. CHEN officially joins W88win优德中国有限公司’s Shanghai office from the start of 2018 (subject to the relevant procedures).

Before joining W88win优德中国有限公司, Mr. CHEN worked at the Hangzhou customs department as the Deputy Division Chief of the legal department and the governmental lawyer. He has spent nearly 18 years working in various legal-related positions at the General Administration of Customs of the People's Republic of China (“GAC”) and its regional offices at all levels, where he handled or supervised many different types of customs business, including but not limited to: administrative investigation, customs taxation, supervision of processing trade, and intellectual property rights. He also actively participated in the drafting of numerous decrees and regulations for the GAC. He is renowned for giving clear guidance and precise legal advice in various projects.

Among customs-related fields, Mr. CHEN is particularly knowledgeable in regard to customs penalties and customs valuations, and has gained abundant practical experience. He has dealt with over 600 customs penalties regarding all kinds of smuggling, violations and intellectual property rights cases. He not only participated in primary-level frontline valuations but also presided over or tried administrative cases for customs reconsideration.  With excellent knowledge in the regulations and rules of customs valuations and the make-up of taxes, and due to his clear and precise legal thinking in resolving cases, he has appeared on behalf of the customs department in dozens of customs administrative penalties as well as administrative proceedings concerning customs valuations.

Mr. CHEN is particularly adept at applying his experience and expertise in helping enterprises reduce their exposure to various legal risks in their operation. He has assisted clients in their tax planning and assisted them incorrectly dealing with customs inspections, the make-up of overdue taxes, valuations and administrative penalties. His vast experience provides valuable and practical assistance to his clients.
